PURSUING SUSTAINABLE PAGKAIN AT KITA AS A FLAGSHIP PROGRAM TO INTENSIFY FOOD SUFFIECIENCY AND REGULAR INCOME OF SMALL FARMING AND FISHERMEN HOUSEHOLDS AND PROVIDING THE MECHANISM FOR ITS IMPLEMENTATION AND FOR OTHER PURPOSES.

WHEREAS, a sustainable approach to alleviate poverty situation in the rural areas through effective governance and improvement of the basic services to the marginalized sector of the society is called for by the provincial government development agenda addressing food security and income and the commitment to improve the living conditions of the rural folk.

WHEREAS, there is a need to pursue a paradigm shift, focusing the small farming/ fishermen households as the base for sustainable development through enhancing productivity and income.

WHEREAS, the continuing problems of poverty are mostly brought about by unequal access and inequitable distribution of the services and benefits over the agri-ecological zones- upland, lowland and coastal areas.

WHEREAS, the province land area is comprised of 50% agricultural area covering 218,000 hectares of land with a 78,000 households and a big portion occupied and tilled by marginalized farming households mostly indigenous people.

WHEREAS, there is an urgent need to strengthen the existing development framework between and among the national government and local government agencies for the improved delivery of basic services and development programs, particularly to the socially and economically disadvantaged sectors of the society.

NOW, THEREFORE, I, CORAZON T. NUÑEZ MALANYAON Provincial Governor of Davao Oriental, by virtue of the powers vested upon me by law, do hereby order the pursuit of sustainable PAGKAIN AT KITA PROGRAM as a means to intensify food sufficiency and regular income of small farming and fishermen households that leads to the improvement of quality of life and economic stability of the province.

SECTION 1. DECLARATION OF POLICY.

It is the policy of the Provincial Government to pursue the PAGKAIN AT KITA as a flagship program as a means o ensure food and income in regular manner in the household of small farmers and fishermen and at the same time promote prosperity in the province.
It is declared as a policy to ensure the effective implementation of this flagship program hereby orders all Municipal, Barangay Local Government Units include as their priority in their respective Municipal Agricultural Development and funds shall be appropriated regularly in the annual investment plan.

It is further declared as a policy to ensure the equitable access and enjoyment of benefits and use of the maximum basic services afforded by thus duly constituted government to the marginalized segments of the population preserve these benefits and development not only for the present generation but also for the future generations.

SECTION 2. BASIC GUIDING PRINCIPLES AND STRATEGIES

A matter of policy the operationalization of the sustainable PAGKAIN AT KITA PROGRAM at the households level shall be consistent on people centered and participatory approach in the implementation shall be based on the following:

Participatory governance direct involvement of local government units and the household cooperators including other stakeholders in the whole process of formulating plans, implementing, monitoring and evaluation of all activities in Upland, Lowland, Coastal zones.
Convergence. Unification, integration and full utilization of institutional, material, financial and manpower of all the key facilitators particularly among National Government Agency (NGA), Non-Government Organizations (NGO), Peoples Organization (PO), Financial Institution (FI) and Individual Private Sectors.

SECTION 3. SCOPE AND COVERAGE

The program shall encompass and cover lands that are directly tilled and managed by the small land holding households classified under the agri- ecological zones- upland, lowland and coastal known as program areas. They key support mechanism are outlined hereunder:

1. Assessment of the program areas relative to the profile and status of the households including the adequacy level of the basic needs focused on the rate of productivity and income level.
2. Review and assess the present program intervention provided by the Local Government Units and other National and Foreign Assisted projects to its effectiveness and sustainability.
3. Review and assess the consistency and applicability of the existing Local and National policies and guidelines in addressing the needs and condition of the small farming and fisherman household.
4. Formulate specific activities to support the implementation of the flagship program.
5. Implement reforms to strengthen the delivery and effectives of the program to the targeted household levels.

SECTION 4. AGENCY INVOLVEMENT

The Office of the Provincial Agriculturist shall be the lead department for the implementation of the PAGKAIN AT KITA PROGRAM assisted by the Provincial Agricultural and Fishery Council (PAFC) Provincial Planning & Development Office (PPDO), and Chairman of Agriculture Committee of the Sangguniang Panlalawigan (SP)

SECTION 5. INSTITUTIONAL ARRANGEMENT

Under the principle of convergence and participatory governance, the program will be lodged at the Provincial Development Council (PDC), Municipal Development Council (MDC), Barangay Development Council (BDC) as embodied under the Local Government Code of 1991, R.A. 7160 Sec. 109.

SECTION 6. DUTIES AND RESPONSIBILITIES OF THE LEAD DEPARTMENT

1. To formulate specific operational guidelines for the program areas in coordination with the Municipal, Barangay LGU’s and National agencies.
2. Enhance partnership and coordinating activities with private sector groups , donor agencies and other external agencies.
3. Ensure coordination at different levels as well as execution and implementation of projects.
4. Funds sourcing and mobilization.
5. Monitoring and evaluation.
6. Provide assistance in the conduct of capability building and enhancement activities for the household cooperators.
7. Conduct regular consultations at different levels to ensure greater participation of the stakeholders and cooperators.
8. To provide assistance to the household cooperators in the packaging and marketing of products derived from the program areas including resources development and mobilization.
10.Effective feedback mechanism and regular submission of reports and updates to the Provincial Executive, Legislative and other relevant agencies.

SECTION 7. FUNDING

Funds needed to support the provision of this Executive Order shall be taken from the Annual Investment Plan (AIP) and Annual Budget for Agriculture of the Provincial and Municipal Government Units, and other sources of funds such as CDF, grants from National Agencies in counter parting scheme, donors agencies (Foreign & Local), Government Financing Institution (GFI), Private Financing Institutions (PFI), Microfinance Institutions (MFI) and other public and private entities . All funds and its expenditure shall be subject to regular accounting and auditing procedures and guidelines.

SECTION 8. SEPARABILTY

Any portion or provision of this Executive Order that may be declared unconstitutional shall have the effect of nullifying other provisions hereof, as long such remaining provision can still subsist and be given effect in their entirety.

SECTION 9. REPEAL

All rules and regulations, other issuances or part hereof which are inconsistent with this Executive Order, are hereby repealed or modified accordingly.

SECTION 10. EFFECTIVITY

This Executive Order shall take effect immediately and general circulation.
