           Pursuant to Executive Order No.001 dated 13th day of July 2007.Pursuing Sustainable PAGKAIN AT PROGRAM as a flagship program to intensify food sufficiency and regular income of small farming and fishermen households and providing the mechanism for its implementation and for the purposes, the following rules and regulations are here by promulgated:

Section 1. Implementing Policy 
           Matter of policy the operationalization of the flagship program and shall put equal emphasis on the economic and social dimension the application of people centered participatory approach of the following concerns:
                       1.1 Providing households food sufficiency and security
                       1.2 Providing households regular income sources
                       1.3 Reduce households malnutrition risk 
                       1.4 Households saving mechanism
                       1.5 Households poverty reduction

Section 2. Scope and Coverage

                        2.1 Agricultural lands cultivated and permanently tilled by small landholding households
                        2.2 Municipal waters majority of the fisherfolk depends their livelihood
                        2.3 Agricultural lands considered to be degraded planted with traditional cash Crops with very low productivity.
                        2.4 Agricultural lands planted with staple food entirely dependent on ran fall for its cultivation with very low yield capacity.
                        2.5 Agricultural lands high erosion risk planted with staple food with declining productivity.        

Section 3. Definition of Terms

Agro-ecological Zone

The division of an area of land into smaller units which have similar characteristics related to land suitability, potential production and environmental impact.

Upland

Any area located at elevations higher than 100 meters above sea level. It is usually dominated by sloping lands (e.g. hills and mountains with slopes greater that 18%).

Lowland

Land area having a low relief relative to the surrounding area located at elevations lower than 100 meters above the sea level. This also pertains  to plains and flat lands near coastal areas. However, small hills and undulating delineate coastal areas as these shift overtime.

Coastal Areas

are the interface or transition areas between lands and sea. However, there are no exact natural boundaries that unambiguously delineate coastal areas as these shifts over time.

Multiple Cropping

a system several food crops on the same field in one year or 1 growing season. It can take the form of double cropping, in which a second crop is planted after the first has been harvested, or relay cropping, in which the second crop is started amidst the first crop before it has been harvested.

Intercropping

is a form of multiple cropping in which two or more crops are planted together in the same arranged in alternating rows or section.

Mariculture

is a form of aquaculture that involves the cultivation of marine organisms for food and other products in the open ocean usually in enclosures like floating fishcages, fishpens, submerged cages (e.g. for lobster) bamboo poles (e.g. for green muscles “tahong”), string lines/ropes attached in poles (e.g. for seaweeds) or in fishponds and canals which are filled with seawater.

Diversified Farming

System (DFS)

is a form of sustainable agriculture land management that optimize production by using multi-cropping technologies and integrating various component (crops, livestock, soil and water conversation measures, etc.) thus preserving its resources base (which in the case of the upland s is its soil).

Crops Rotation

is the practice of growing series of unrelated type of in the same space and are planted sequentially/one after another in order to maximize the various seasons’ characteristics and to avoid the build-up of plant diseases and pests that often occurs when one species is continuously cropped. Crop rotation also seeks to balance the soil nutrient and fertilizer demands of various crops to avoid its excessive depletion.

Barangay Agriculture Extension System

is a participatory and farmer client oriented technology transfer approach that empowers not only the local agricultural technologist but also key farmers as extensionist for the effective delivery of agriculture supports services (information, capability building and material inputs).

Pump Priming

is the infusion of fund assistance or provision of incentives in order to stimulate or “jump start” an economic activity /project to help achieve higher levels of productivity.

Small Land Holdings

are small parcels of land that have an identifiable cost and could be disposed or sold individually. For upland farming households, the minimal “small land holdings” that could sustain its food and basics need ranges from 1 to 3 hectares of productive and arable land.

Farm Diversification

maximizes the productivity and profitability of the land through its sustainable utilization of farm resources.

Households

the term refer to all individuals who live in the same house either as a single or a group of persons.


Section 4. Selection Criteria

           Farming households with small landholdings with a very low of productivity and income generated out from their farm, marginal fishermen who are dependent on fishing season are qualified to be the cooperators of the program.
            
           The selection of the cooperators shall be the responsibility of municipal and barangay selection committee headed by Municipal Agriculture and Fishery Council (MAFC) and by the Municipal Fisheries Aquatic Resources Mgt. Council (MFARMC).
           The Municipal Mayors and the Provincial Governor shall have the final approval executions.

Section 5. Development Strategies

(A.)Staple-food grains production through productivity-income enhancing measures.
             A.1. Coconut land diversification strategy

                       - Coconut white corn intercropping (coco + corn) Scheme
                                  Primarily to maximize the utilized coconut land area for white corn production through intercropping farming system using open pollinated variety. The target areas are mainly small coco-farmers maximum 2 has. Land holding located in flat land.

                       - Diversified Rain-Fed Lowland Production Scheme
                                  Improvement of present one cropping of rice in the rein fed areas into multiple cropping systems. The target areas are small farmers with a landholdings of maximum of 2 has. Using certified palay seeds  as planting materials based on the recommended cropping pattern.

    (B.) Non-staple food crops production through productivity – income enhancing measures,.
                        
             B1. Coconut land diversification strategy 

                       - Coconut Banana Cardava production intercropping Scheme
                                  Maximize the utilization of coconut land area through cardava banana intercropping production the target areas are with small coconut farmers with a land holdings of maximum 3 has. Located in the undulating terrain or slight topography

                       - Coconut vegetables production intercropping Scheme             
                                 Utilization of coconut land for intercropping of various types of vegetables spices and herbs. The target areas are small coconut farmers with a land holding less than 1has. located in flat lands near the water  resources such as rivers, live creeks, irrigation canals and water supply system.

                       - Upland Diversified Farming System Scheme
                                 The target areas are the farmers with a land holding of 2 has. (Majority of which belongs to IP community hard to reach area) whose farms with are located on steep slopes considered to be marginal affecting the household’s low food intake and zero income status. Conversion of traditional subsistence farming system to household’s eco-farm by adopting appropriate farming practices following the upland diversified farming system model – (food cash crops +perennial crops + livestock production) following the agro-ecological zone of farm. The advantage of the farming system has greatly prevent soil erosion and increase vegetation of the degrade area, as well as help increase income of the households. (Adopting the UDP Sustainable Upland Diversified-Farming Model).
 
    (C.)Small livestock holder production through productivity income enhancing measure.
 
            C.1 Intensification of small ruminants livestock production scheme
                                 The target areas are the resources poor farmers (farming on slopes, coastal areas, degraded farm lands) this type of land us very must suited for pasture areas of which the location is appropriate for small ruminant livestock raising. Introduction of economic farm size of 10 hds. / Households of improved breed of goats/sheep rising is a practical way to attain a shorter production period and requires low input maintenance cost which can be done by the households. The availability of water in the area is an important requirement for this project.

    (D.)Diversification of Small Fishermen Production  -  through productivity  – income enhancing measures

            D.1 Mariculture production and development scheme
                                 The target area is the coastal community where marginal fishermen lives and depend their livelihood on seasonal fish catching at the municipal waters, who owns a mall non-motorized banca using traditional fishing gears where feasible the promotion of seaweeds mussels, crabs, and fish cages/pen culture will be available.
            D.2 Inland fresh water fish production and development scheme                        
                                 The target areas are the existing underdeveloped freshwater fishponds owned by farmers with an area of not more than ½ ha. For tilapia and hito production. Where feasible introduction prawn culture to at least ¼ ha. Pond size and ducks production (duckery).

Section 5. Key Activities

The following shall be undertaken:

            1. Information, education and communication.

                        A. Internal orientation for the staff of the Provincial and Municipal Agricultural Office, partner agencies, local government officials, LGU development councils, and agricultural development councils shall be acquainted on the principles, approaches and strategies, among others on the sustainable Pagkain at Kita Program development.
                        B. Information/campaign materials shall be prepared and widely distributed.

            2. Identification of areas and cooperators.

                        A. Within the context of participatory and bottoms our approach, starting at the barangay level, identification of cooperators including of the areas shall be form part process in order to enlist wider participation of the cooperators.
                        B. Processing households profile – individual households data shall be generated as basic reference to measure growth index.

           3. Capacity Building
                        A. Assessment of the capacities of households relative to farming productivity and income generation.
                        B. Investing in household based capacity building by strengthening knowledge on farm/fishing on appropriate technology applications and small farm management.
                        C. Training and extension services for the households especially on land management, and enterprise farming.
                        D. Put up community learning sites.

           4. Policy Reform 
                        A. Assess and review the impacts of programs and interventions provided by local and national agencies, including donor assisted projects.
                        B. Review consistency and applicability of existing implementation policies addressing the needs and conditions of farming/foshong households.
                        C. Investing on policy reforms to keep pace with changing needs and priorities of the small farming/fishing households.

           5.Support Mechanism
                       5.1 Extension delivery services – applications of barangay based extension delivery system, managed by the Municipal Agriculture Office Extension Team in the following focused area:
                                        - Households capacity build up
                                        - Land management – optimum us of small land holdings
                                        - Enterprise farming
                                        - Nutrition
                                        - Savings mobilization
                                        - Marketing
                       5.2 Infrastructure facility – all weather road conditions, post harvest facilities (dryers, milling, storing) irrigation, potable water supply, footbridges, electricity.
                       5.3 Financing – access to agri-micro finance and formal credit scheme provided by government and private financial.
                       5.4 Seeds and seedlings production/nurseries, livestock breeding centers, fish hatcheries and organic fertilizers manufacturing plant.

Section 6. Agency Involvement and Institutional Arrangement

                       A. At the provincial level, the Provincial Agriculture Office shall lead the implementation of PAGKAIN AT KITA PROGRAM, assisted by the Provincial Agriculture and Fisheries Council (PAFC), Provincial Fisheries and Aquatic Resources Management Council (PFARMC), and Provincial Planning and Development Office (PPDO) with cooperating assistance from the Chairman of Agriculture Committee of the Sangguniang Panlalawigan  (SP).

                       B. At the Municipal level, the Municipal Agriculture Office shall lead the implementation of the PAGKAIN at KITA PROGRAM, assisted by the Municipal Agricultural and Fisheries Council (MAFC) and Municipal Fisheries Aquatic Resource Management Council (MFARMC) and Municipal Planning Office with cooperating assistance from the Chairman Committee of Agriculture of the Sangguniang Bayan.

                       C. A technical working group shall be organized at the Provincial and Municipal with the participation of the different concerned agencies, to provide technical assistance in the implementation of various activities in the program areas.

Section 7. Technical Assistance

           The lead implementing office shall tap the support services of the different agricultural development agencies such as from the private sectors, academe, foreign assisted projects, national government and local government agencies program partnership arrangements and other individuals and institutional experts and specialist including NGO sectors.

Section 8. Funding

           As provided for under the EO funds need to carry out the provision of Executive Order 001 shall be taken from the budgeted funds of the Local Government Units under their respective annual investment fund, and annual budget for agriculture, other sources of funds such as grants, donations and other form of  technical and resource assistance from donor agencies, can be tapped, partner agency inclusion in their annual work and financial plans to ensure funds availability same time availability of technical personnel to support the local government units for its implementations. Cost sharing arrangement shall likewise be encouraged to support the logistical and technical requirements of the program.

           All funds expenditures shall be subject to regular accounting and auditing requirements and procedures.

           These implementing guidelines shall form part of the Executive Order 001 and shall be enforce in accordance as herein provided and it can be revised subject to the approval of the authority.

           This implementing guideline shall take effect immediately.
